I've been using 'Preview' to make and change floor plans for a long time. After this latest OS update, 'Preview' no longer allows me to make any changes to existing photos or plans. Why? How do I get this program to work properly again? Is Apple forcing everyone into buying new software?

Prevew has never been a PDF editor, only providing the means to view, or add an annotation layer above the original PDF content. Open the PDF in Preview and then press cmd+i to open the Inspector. In that Inspector toolbar, click the Lock icon to expose your PDF permissions. Do they look like this:
My bad. I almost always use Preview for PDFs as I have other third-party applications for image creation or modification purposes.
When you say "editing" of your images, what exactly are you attempting to accomplish? What on the following Preview User Guide for macOS regarding editing images is not working for you now?

This may be the case on your computer trying to change a PDF, but on my computer, I've been editing jpg, png, & tiff files for a long time and can no longer do it.
Ok, here. Until the Apple update of my system a couple of weeks ago, I could alter this floor plan. I could copy and paste a window or a wall section for example. I can no longer do that.
