With the current iteration of FCP for iPad, the only way I am aware of is:
1) Place all your still images on the timeline
2) Export the timeline as a movie to Files on your iPad (assuming you have available storage space)
3) Import the movie you just exported back into your project
4) Place that imported movie on a timeline
5) Select the clip on the timeline, press the Inspect button, and adjust the Clip Speed to achieve the timelapse look you want

FCP for iPad doesn't seem to be able to change the duration, so I think Meg The Dog's method is the way to go.
