I have have been having issues with my phone since June. Yesterday they did a mid replacement. I am having trouble getting my phone number to come over. I also need to know how to backup my phone from my iCloud.

As for getting your phone number to ‘come over’, I suspect you will have to contact your cellular carrier about that.
You can RESTORE from a backup you made previously when you go through the initial setup process on the new device. If you have already passed that point, you need to erase the phone and start over.
