It's an Excel thing. It will repeat exactly the last action even on different cells. Things like cell formatting (background color, borders), text formatting (size, font), Pasting, etc. I think the shortcut is Control-Y.

You can alleviate part of the loss by adding Copy Style and Paste Style in the toolbar for quick access. It will not always do useful things (like if you want to copy the last font size adjustment but not touch the borders) but it's quite useful anyway.
Last action I use for adding more rows and colums vs having to use the mouse and short cut menu and select add row each and every time. In excel I can just "command R" repeatly to add as many rows as I want after the intial one I added.
Please provide a more specific example. If you drag a table to the right that is a click-hold, drag release combination. What exactly do you mean "last action"?
