Trouble transferring iPad to iPad

Transferring iPad to iPad over Wi-Fi. While setting up new 10th generation iPad, it stalls when installing the updated system from OS 16.## to OS17.11. This happens after I’ve done sign in and fingerprint then it wants to update the system to the newest operating system before transferring my data from my other iPad as it already is running the 17.11 OS. Apparently Apple sent me an iPad that can’t transfer my data as it cannot navigate the difference betwixt the updated operating system and the older version. It did not come totally updated! Any one else had this trouble?

the Apple devices comes with ios 17, it doesn't come with the latest ios out of the box, it has always been that way.

Plug your new ipad to a power source, lock it, and leave it alone so it can update.

well when I 'first try' started the setup, it had a dialog box that informed me that it couldn't transfer my data as the lower operating system wasn't compatible and showed the actual 16.## OS and said it required an update to the 17.11 OS in order to proceed. it even asked me if I wanted to download & install OS 17.11? I said yes. I left it alone and two hours (I kept checking) later the download asked if I wanted to install and I said yes and am waiting still,... and its been 3 hours on top of the first two hours!!!... is that normal?
