iCloud Confusion, need an iCloud expert. Can’t find an explanation to this anywhere.

Does anyone know why certain apps have toggles while others don’t? The apps with toggles on image 1 don’t show any storage associated with them.

Also, in image 1 apps that show “on” like passwords and keychain and iCloud calendar has no way to check if they are using any storage either. The other apps that show “on” display how much storage they are using. Does these apps not take up any iCloud storage?
