iCloud is full due to backups but backups are empty

iCloud says that my storage is full due to backups and a new backup can't be made but the backups are 0 kb as I removed them.

iPhone 13, iOS 17

I have iPhone 13 and same problem. It says I need to backup but I don’t have anything in my backup storage and it won’t backup says it is full.
