Can't view New icloud terms and conditions

I have recently tried to sign into our icloud on my mac mini. It is requiring that I agree to new iCloud Terms and Conidtions to use iCloud on this mac. When I click view, it just spins and won't open the terms for me to agree to. Is there any other way to access and approve the terms and conditions?

If a simple reboot of your Mac doesn’t fix things, see if the problem still happens in Safe mode (press and hold the shift key down at startup). It can take much longer to safe boot (5 min) so be patient.


How to use safe mode on your Mac - Apple Support 


Safe mode can very often correct weird software behavior by forcing the OS to do cache clearing and other housekeeping. When you're in safe boot, the machine will not be at its best performance, especially with graphics, but that's expected.


Does the problem persist while in Safe mode?


Exit safe mode by restarting your Mac normally and re-evaluate the issue again.

Going into Safe mode did not work. I took a video of what happened. After agreeing, a message pupped up very quickly and disappeared. It says:"Server Error. iCloud could not be activated because of a server error. Please try again."

Trying again did nothing.

Went back to regular boot, and problem persisted. iCloud is not connected on this computer, Mac mini iOS 14.1.1
