Unable to re-enroll apple beta software program

While activating a replacement iPhone 13 Pro Max I am unable to continue with activation because I keep getting a Re-enrolled Failed message. I have tried to transfer data direct from another iPhone 13 Pro Max and later from the last iCloud back up but still getting the same massage. In addition, if I choose to not enroll in the program the phone don’t let me recover my data. Please help!
