where it always has resided in your User/Home folder...

Finder>Go>Go to Folder>Go To Folder, copy & paste:

~/Pictures

if you do not see it in the sidebar add it in, Finder>Settings>Sidebar

Still there. Open Finder, settings, sidebar and be sure Pictures is checked off to show.
