Apple Watch SE for my kid does not share location

I just setup two apple watch SEs for my two kids. One watch is working as expected and sharing it's location on "find my" app, but the 2nd one is not sharing it's location. "find my" show it's online but says the location isn't being shared. How do I fix this?

I have gone through setting -> privacy -> location and toggled all settings there and made sure they are all set to on. That did not work.

I have also rebooted the watch, that also did not work.

What else should I try?

Okay, I finally figured this out. I had to go into the family app on the watch itself, find my name and then click share my location. The other option is on your own phone, turn family sharing off and then back on. When you do this a notification pops up on the watch asking if you (the kid's watch) would like to share the location back. Ultimately, I'm not sure why this was defaulted off while the other kid's watch was defaulted on.

Apple support was useless, was on chat with them for 2 hours waiting for useful suggestions but nothing worked. I figured this one out on my own.

To add, my wife can see the location of both kids, I can only see the location of one of two watches. Yet i'm the family organizer and setup both kid accounts.
