Cellular data msg?

I have a new iPhone 13. I have started receiving the following message when at home on my WiFi with the cellular data OFF. how do I stop this msg WiFi is working fine and I don’t want it switching to my limited data plan!

All my cellular data is being used up fast after updating to 16.1.1 All of a sudden i am using all my cellular data up within days. Typically do not use my data up each month and then after updating my iphone 12 to version 16.1.1 it is using a whole bunch of data. I turned off apps that i dont use and reset my data. After that, it shows i have used only 600mb but my data usage with my carrier shows over 2g. Is it possible that someone has hacked my phone or is there something else that i need to turn off that is using cellular that doesnt show up on the cellular data page on my iphone?
