Apple Pay not working for subscriptions

Apple Pay is listed under Payment methods on my iPhone in settings > Apple ID > payments and shipping. However, my icloud subscription can’t take payments from it and when I look at payment method in my Apple ID on the website, it says there’s no payment method there. How can I fix this? This wasn’t a problem before.

I’ve concluded the only way to fix this is to unsubscribe from ICloud and then resubscribe but there isn’t an option for me to unsubscribe from iCloud.
