Management of your Apple Card has always been intended to be done on the iPhone using the Wallet app. You have far more security protections here than you can find on a website. Transactions and payment options are done only in this secure environment. If you don't have an iPhone then the Apple Card is not for you.
Apple does not hide this fact. Even though you can sign up online, the eligibility requirements say you need a device that has Apple Pay and two-factor authentication:

No one here in this user-to-user forum would know why Apple does or does not do something. However, it's fairly apparent from all the marketing and support materials I've seen that Apple intended Wallet to be the primary way people interact with the Apple Card account. The website was only added much later.
