Why does clicking on "Finder" give two different results?

There are two ways to access Finder from my Desktop. One can click "Finder" in the top left corner. One can also click "Finder" in the far left of the Dock at the bottom of my Desktop — see attached Screenshot. These two give access to different features and options. This becomes a problem when trying to follow written instructions while trying to resolve a problem. One sees "Finder" at the top clearly labelled. "Finder" in the Dock shows the label only when the pointer is over the icon.

Finder at the top of the screen is in the Menu bar. It only appears when Finder is the active application. For example, if you open Safari, then Safari will appear at the top left corner of the screen. The menu bar always displays the current active application.

Finder at the bottom of the screen in your screenshot is in the Dock. Clicking it in the Dock is one way of switching from another app to Finder.

The options are different because they are meant to do two different things.

The Finder menu bar is always the same, no matter how you originally accessed or switched to Finder.
