Has anyone ever heard of a "not to exceed" limit on the number of jump cuts that can be used in, say, a 90 second (documentary) clip? Even if they're semi-dissolved?

Two ideas:
there is a transition built into FCP that was meant for this sort of cut - I think it is called Flow
many of these can be easily disguised if you use some appropriate B-roll material; plus it can makes the video more engaging.
There is a limit on flashing lights and sudden image changes as they can trigger seizures. Not sure if this would apply to all jump cuts like a talking head that was cut up. If the shots change from bright to dark rapidly it would be a problem. That kind of editing must carry a warning in the EU and UK I believe. I see the warning more often now on streaming services.
This is just a single, mid-shot talking head. No change in background (documentary). The cuts are either alliterations ("ahh, um"), space fillers ("you know", "like") or long pauses. With most, the jumps are minimal, but occasionally there's a slight head turn (I used a dissolve).
