A SIM PIN has nothing to do with an Apple ID.

If your SIM is locked then you will need the code used to lock it. If you do not know it, go to your carrier and ask for a new SIM.
Typically an Apple ID is an email address you have used. If you are currently using a mobile device that is logged into your account, go to Settings and tap your name at the top.
Look in Keychain, and in a browser's security settings if you use it to automatically sign into Apple when using a browser.

You need to be careful to not enter the wrong PIN too many times. If you enter the wrong SIM PIN too many times it will ask for a PUK code. If you enter the wrong PUK code too many times, it will destroy the SIM card and you will need to purchase a new one from your carrier. Both the SIM PIN and PUK code are only available from your cell provider. At one time the limit on the SIM PIN attempts was 3 and the limit on the PUK code attempts was 10, but that may have changed.
You will need to contact your carrier if you have forgotten the SIM PIN code. If you enter the wrong SIM Pin too many times, it will destroy the SIM card and you will need to purchase a new one from your carrier.

You're making a couple of assumptions. The first is that the OP hasn't already changed and then forgotten their SIM PIN. The second is that they are in the U.S. It is possible that neither of these assumptions is valid.
yoh get 3 shots. But you have 2 sims. Lol. I've locked mine so many times. If you have Verizon you can see your PUK codes for every line. In the Verizon app go your device management page and codes are always there. Verizon and TMobile(metro, boost) all have sim pin of 1111. Sprint att use 1234
