I can not remove the card

i want to remove the card and it does it let me

iPhone 13 Pro Max, iOS 17

You need a valid payment tied to your account, especially if you have any subscriptions you pay for or you want to be able to download apps from the App Store. You can add another card, then remove the card you don't want on your account, if that helps.
