You can set a Wallpaper for your Lock and Home Screens from iPad settings:
Settings > Wallpaper > Choose a New Wallpaper

Unlike iPadOS17, iPadOS 16 for iPad does not support lock screen customisation.
Apple introduced its first iPad Pros eight years ago. The older iPad Pro models cannot use iPadOS 17. Do you have such an older model?
