I can click on an image and move it to the location where I want it to be placed, but it reverts back to its original location when I let go. This seems to only happen in shared albums.

Yup. Shared Albums are not really full-fledged Albums. They are descended from Shared Streams and still operate under much the same rules: add to the end, no reorganization. Recent versions of Photos have allowed some limited flexibility in viewing them, but at heart they remain separate, outside the normal library structures and functions.
How do I re-order photos within a shared album? I’m able to do it in a non–shared album, but it won’t let me order in my shared album.
