Exact message is "Time Machine did not back up because the computer was running on battery power. Connect your Mac to a power source while your backup disk is available."
The problem is this is a M2 Mac mini, and not on a UPS.
The backup destination is a local attached drive visible on the desktop.

do you have option here: >System Settings>Time Machine>Options

You can try a different cable...
and/or different port and compare your results.
