Apologies if I'm not understanding just what is needed.

Apple Card is Apple's credit card. That would need to be applied for in order to obtain one.

says:

"Apple Gift Card and Apple Account balance can't be used for some purchases"

Eg: "You can't use your Apple Account balance to send gifts or gift cards".
