I am unable to add more cards into Apple Pay

There is no practical limit to the number of cards you can add to Wallet ( have 7 plus Apple Cash), but not all card issuers support Apple Pay. What problem are you encountering when you tap the “+” and follow the instructions to add a card? Have you followed this guidance from Apple→Set up Apple Pay - Apple Support.
