A WiFi+Cellular iPad does not require an active SIM card to operate - unless you require use of a Cellular network connection. WiFi+Cellular models can access and use WiFi networks without any need for a Cellular connection.
No, you do not need a SIM card to operate a iPad nor one to operate a iPhone. If you want cell service on your iPad then it may be necessary for E-Sim which can be setup with your cell service provider.
