I have an iPhone 6s that was handed down to me, the battery health has been significantly dropping over the past few weeks. The battery life is now 52% and that number goes down very fast ( within a week or so ). Once I remove my phone out from charge at 100% it takes 10 minutes for it to die, that is why I always keep it on charge. Is it safe to keep operating this phone or should I just get a new one?

As long as the casing isn't splitting open as a result of a swollen battery or the phone isn't getting so hot that you can't touch it, it's safe to use. However, it's not going to be much fun.
Apple will replace the battery. In the U.S., it would cost $69. That's certainly cheaper than a new phone. However, an iPhone 6S can't run a lot of current apps. If you're happy only using the Apple apps that come with the phone and you get the battery replaced, it will work just fine as a phone.

The battery should be replaced when health drops below 80%, it depends on the costs of the repair and the cost of buying a new one, surely it's an old model so it could be the right time to get a newer one. It's not very safe because it could not turning on any time and that would mean lose your data
