Blue boxes on IPad but no keyboard to change toggle?
I go through all the steps recommended but when I need to toggle the keyboard access I no longer have a keyboard and it says I must have external keyboard?

Do you have a hardware keyboard connected to your ipad? That is essential for some settings to be available.
Do you have anything turned on in your Accessibility settings?
