Remember that you are not asking Apple in this forum setting. As your fellow end users we cannot give you an "official" answer, only what our observations and personal experiences reveals
For computers, personally I do not think the cost savings from any such "partner" sites is worth the risk of getting a computer that is already superseded, under-equipped, or pre-owned. When I've wanted to save some money on a Mac computer, I first head to Apple's online refurbished store:
Certified Refurbished Products - Apple
That is the ONLY source of "certified" refurbs. If the model is a previous one, the description is clear what you are ordering.
The refurb store is not for those needing instant gratification. Once i decide the model and option level I need, I monitor the site to see what comes up; It can change hourly.
If your understanding of Apple tech specs as they affect model changes is high, and you can "read between the lines" to see what model a non-Apple seller is really offering, give Amazon a go.
I will concede that these caveats are primarily about computers, phones and iPads where options and model years are important. Things like Airpods, HomePods, Apple TVs etc, where options are less critical should be OK from most established sellers.
