You will need to make a backup of the "old" phone on iCloud or a computer. Then, erase the new phone and run though the setup again when the "hello" screen appears, choosing the option to transfer data from a backup on iCloud or a computer. Details below.

When you first start up a new iPhone, you will see the "hello" screen. Something is wrong if you didn't.

Following the prompts, you will see a page with an option to tranfer data directly from an "old" phone to the "new" using Quickstart, or transfer data from a backup of the old phone on iCloud or a computer over to the "new" phone.

If you bypassed those options, then you will need to erase the phone and start over again from the "hello" screen.

When you start a new phone or a used one that has been correctly reset it will display a screen that says “Hello”. If you don’t see this it is a previously used phone that was not properly reset. If it does say Hello after going through a few basic setup screens it will show options for transferring data from another phone or from a backup.

If the new phone does not have the latest version of iOS you will first be prompted to update it.

It depends on how long you wait. If you had reset it immediately you would have been able to do a Quick Setup, which uses temporary iCloud storage that you then lose. You can get the setup screen again if you reset the phone to factory settings using your computer, but not if you just erase it. See→Restore your iOS device to factory settings - Apple Support

thanks Lawrence for your comment. i see the hello prompt, i have reset it several times. i dont get the transfer data page.

when i first received it, i had seen that and backed up. but then i continued using my old phone and they got out of sync. then i tried erasing, resetting several times (both old phone and new phone on latest releases) but the transfer data screen does not show up anymore.
