In finder trying to save space by removing downloads.
This doesn't work for some files as all files in a particular folder get 'file <file name> cannot be evicted' pop up.
Any ideas?

See if they can be deleted while in Safe Mode.
Use safe mode on your Mac - Apple Support
if not, need more info on what the files are and where they came from.
Signing out and in to iCloud has solved it.

If the file can't be evicted, then the file is not there, most probably in iCloud or in other web storage. Sometimes a simple shutting down the Mac and rebooting helps to get rid of "ghost" files.
I've tried everything I can find on the web but my MacBook Air will not start in safe mode.

The files are a mixture of photoshop (.psd) and jpeg. I created them and moved them into a different folder on iCloud today.
