iPhone 13 mini face recognition set up fails

Tried a dozen times to set up face recognition. My face is perfectly centered in the box and I just keep getting a message pop up that reads "Move the camera lower." I move it lower and nothing. No matter where I point the camera this message persists so I can't finish set up. It worked when I first got the phone but one of the updates last year killed it. How do I get this working?
