That depends on the carrier that provides the SMS/MMS messaging service. It is usually a small number, around 5 or so non-iPhones.
There are good reasons to NOT use group texting to non-iPhones, the most annoying being that once you create the group no one can join or leave it. You are much better off with 3rd party texting apps such as WhatsApp, Facebook Messenger, Signal, Telegram, Skype, or Google Meet. For really large groups a “listserv” service such as mailing list management site https://groups.io is a better choice. It is free for up to 100 users.
