After installing iPadOS 17.1.1 on my iPad Air, the 10 GB of Update files did not appear to delete themself. Is this a recent change to how iOS updates are counted in storage, or an issue with my device?

What you are seeing is the space occupied by the installed version of iPadOS - and not the installation package or associated temporary files.
As an example, for comparison purposes, here is a screenshot from an iPad Pro M1 with iPadOS 17.0.2 installed:

By example:

which means they can't be deleted? it's funny that this file occupies 9.7GB of 32. now after saved 10GB of pictures and few of other apps (less than 5GB), I can't even use my Procreate. it keeps crashing. Apple is simply asking us to pay more $ right ?
