No Refresh rate option seen in Display in System setting. Have tried pressing option key but the only new menu showed up was “Detect Display” button. Can anyone help?

Also, the whole reason for me doing this is because I have display issue after switching to Sonoma 14.1.1. The display suddenly stopped working. I have 2020 Macbook air M1 with HP 27f 4k display. After Sonoma, the display stays black even though it is recognized by air. If you connect the display to iPad, then it works. So it is not the cable or adapter problem. I am trying to see what the refresh rate is currently set for the air, and found the option is gone.
