Pages has no keyboard shortcuts to manipulate the case of text (e.g. title case, all caps, small caps, start case, none).

You can verify this in the following:

Keyboard shortcuts for Pages on Mac - Apple Support

If you want to take the time to do so, you can assign unused keystrokes to each of those Font : Capitalization menu items via System Settings : Keyboard : Keyboard Shortcuts… : App Shortcuts panel.

Then, on the App Shortcuts panel, do the following:

  1. Click + and choose Pages from the selection list of applications
  2. The Menu Title must be spelled exactly as it appears in that Capitalization sub-menu
    1. For instance, Small Caps
  3. Keyboard shortcut sequence
    1. This must be unique and not duplicate any other Pages keystroke
  4. Click Done

You would need to repeat the above steps for each Font : Capitalization sub-menu item you want to assign a keyboard shortcut too.
