I can't seem to add my card on Apple Pay

You need to make sure with your bank your card is supported, and can be added directly to the wallet, and if you country supports wallet. After that just follow the instructions

FYI. As I recall, it restarts (at least restarts Settings) by itself. So, the last step may not be necessary. Of course, it never hurts. ;-)
