I have been an iPhone owner for some years in the past (iPhone 5) then i tried Android and this year i bought a new iPhone 13. I created a new apple id (@icloud.com) but i want to gain access to the apple id i used in the past which is related to the email i am using for more than 15 years now.
I don't remember the password and the calling number of the old iPhone i used and the recovery procedure asks for.

It sounds like you are trying to regain access to a pretty old account using the account recovery process as outlined in How to use account recovery when you can’t reset your Apple ID password - Apple Support
You will have to work your way through that process as it is the one Apple now provides for dealing with forgotten account information (realize that accounts for anything these days can mean access to all kinds of financial and private data and there's been a big boost in security around them). You can try contacting Apple but they may just bounce you back to account recovery ➞ Contact Apple for support and service - Apple Support
If you cannot regain access to the account then you will just have to start over again with the new account. You will not be allowed to reuse the email address you used with the old ID.
