The Media Placeholder is not supposed to open a photo browser when you click it. Image replacement is evoked by:

  1. Clicking the image icon in its lower right, that opens a Finder window where you can select an image replacement, and then either drag/drop over the Media Placeholder, or just click Insert.
  2. Right-click on the Media Placeholder and choose Replace Image… which is another approach to [1].
  3. Open the Media toolbar item, select, then drag and drop an image onto the Media Placeholder.

Nothing in the Pages documentation suggests that the Media Placeholder behaves differently than I have outlined.

Tested: Pages v13.2 and macOS 14.1.1.
