Could not set up Apple Pay

I've had this problem for months, my iOs is updated to the latest version, I tried to log out and log in again with my iCloud, I have my card on my iCloud too but that’s weird…so I changed the region and returned to the US but I have the same error. Please I need help🙏🏼🙏🏼🙏🏼
