I am setting up a 2020 Mac Mini for the first time and having issues. It gets past the Apple screen, and then prompts me with an image of some device, and indicates I need to switch something to “on” position. there are no switches like this on the device itself (think where you’d turn on a wireless keyboard type switch)

That is correct, the Mac mini is looking for a wireless keyboard and/or mouse.
What to do next, depends on what keyboard and mouse you have and plan to use.
If you have the new Magic keyboard and mouse, then connect then to the Mac mini using the supplied USB cables.
If you have the older AA battery keyboard and mouse, then you need a USB keyboard and mouse to setup and then connect those to the Mac mini.
If you have and plan on using a USB keyboard and mouse (most any will work with the Mac mini), then now is the time to connect those to the new Mac mini.

Try unplugging/plugging, then try hitting a few keys to see if the Mac mini responds.
It sure sounds like it's not seeing the USB KB or Mouse‽
Unplugged/replugged several times. Rebooted Mac several times.
the devices are lighting up, and Mac makes noises when I hit the keys and click the mouse.
think it could be a defect Mac out of the box? I’ve ordered a different keyboard and mouse in the meantime to test something different.
