Hey guys, i got scammed, I bought a iPhone that was supposed to be unlocked but was locked by AT&T, I can't use it or unlock it, is there anything that can be done?

Take this Up with Local Authorities:
You can investigate this. If you have an eMail of this person, then look at the eMail's headers, and see the IP addresses. Then, provide them to local authorities. Take this as a learning experience, knowing to always purchase expensive Apple devices from Apple, and none other.
Sorry, but there is nothing that you can do with the phone unless it is unlocked by AT&T. Apple cannot unlock the phone.
Carrier lock is handled by the carrier, in this case by AT&T. Did you purchase the phone directly from Apple?
