Can’t login another iCloud on my phone used to open up iCloud too many times

If yes, and you are getting the message, that you have reached the limit for creating new Apple IDs on this device, you will have to use another device to set up a new Appel ID, for example your computer.
After that you can use the newly created Apple ID to set up the iPhone, that gave you the error message.
