Has anyone ever been told by an Apple Representative when downloading any app that offers free trial run, you’ll get charge right away until you cancelled the subscription within 24 hours?

No. That is either a mistake or a lie.

Free Trials will not charge you until they renew into the paid subscription. However, your payment method may have a small authorization hold placed on it to verify it can be charged. These holds are generally reverted within a few days.

You do have to cancel the Free trial more than 24 hours before its set to renew if you don't want to be charged.

3rd Party Free trials will not end when cancelled though. They will continue until they are set to renew, and then expire without actually charging you.
