You need to go back and read further down in their instructions; the first option listed is a device using the same Apple ID. Then it goes into steps for using someone else's device, last option it outlines is doing it online at https://iforgot.apple.com/password/verify/appleid

To reset the password according to the instructions, a phone with the same Apple Id is required, and it is just not there and there is no way to activate this Apple id on the phone, since it is blocked. It turns out a vicious circle.

according to your link:

Enter your email address or phone number that you use with your account to continue. - this is understandable
Enter the phone number that you use with your Apple ID. - I enter the phone number that Apple wants, but there is no Apple id on this phone and, probably, that's why they don't call back from support. We have done this 2 times already.A message is sent to the mail from Apple. They report the date and time of the call. But they don't call.
