cant login or create apple id after logging out accidentally now it said too many account was activated on this device what can i do to fix

basically I accidentally log out of the apple id and couldn't log back in it or any account for that matters it give me this error, my phone is in vietnamese but basically said too many account was activated on this phone. Same message for creating a new one, so I make a new account on another iPhone and still wouldn't work on this phone.. iPhone 12 pro 17.1.1 or whatever the lastest version is
