I currently have an iPhone 14 Pro Max running IOS 17.0.3 . I am unable to download anything.

We will need to more information in order to help you. What are you trying to download - documents? Apps? ? What happens when you try to download? Is there an error message. If yes, what does it say. A specific example or two would be great.

And remove any add-on VPN client apps and add-on security apps, and try the app store again.
It tries to download but after a few minutes it quits.

The same thing happens when I try to download anything (Apps or updates) . There is no error message given.
After a forced restart everything is working fine.
