The Canon TR4651 is supported by Apple's built-in AirPrint services when networked via Wi-Fi or Ethernet cable. Once you have that done and powered on, it will be discoverable by Apple's Bonjour services on your local network segment. You will subvert AirPort detection if you have a USB cable connected to your Mac, so remove that USB cable.

In Ventura, select System Settings : Printers & Scanners panel. Click the Add Printer, Scanner, or Fax… button and an Add Printer dialog will appear, hopefully with your TR4651 detected by Bonjour. You click that entry and the Use selector automates and chooses the AirPrint driver for your device. Click Add and you should now have a new printer entry under Printers. Looks like this for my Samsung laser printer:

Ensure that you have disconnected the USB cable from the printer and the Mac.

Power off your printer, and reboot your Mac. Power on the printer and confirm it is connected to your Wi-Fi SSID. Again, visit System Settings : Printers & Scanners panel. If the printer is shown in the Printers listing, right-click on it and choose Reset Printing System and agree to remove the printer from that listing. Click the Add Printer… button and see if the Bonjour service detects the printer.
