Depends on what you mean by an "Apple Card".
The Mastercard Apple [credit] Card by Goldman Sachs, yes, it can be used, like any other credit card.
A Apple Gift card, as suggested by the support document you posted from, probably not, but you would need to ask your internet service provider if they accept Apple Gift Cards as payment to be sure.
