Activation Lock
I recently bought a iPad on offer up coming to find out the iPad. has a Activation Lock and the previous owner is not. replying or responding to me please help me.

Apple will not assist in second-hand/used sales.
Report the problem to the local police giving them all the information
you have about the person you got the iPad from.
