Troubleshooting iPhone Updates:

Try Using Ethernet: Despite what it reads, try using Ethernet through a computer...

Updating Computer and Ethernet:

Start with attempting an update through use of a computer. If you cannot use Wi-Fi, then use Ethernet.  See my User Tip: Update your iPhone Using a Computer - User Tip. On the computer, you would connect it through Ethernet, going directly into your router. For a Mac (or PC) that does not have Ethernet, this would be the adapter to use: Belkin USB-C to Gigabit Ethernet Adapter - Apple. If you get the same error, the model is likely just not compatible.

It shows you right in your screenshot what the issue is, you need a WiFi connection. It does look like you are connected to some sort of WiFi connection, is that connection working for other devices?

Also, you may need a cellular connection to verify the install.

Do you have a VPN connection (e.g Defender)? If the VPN is down, this tends to happen - tries to use cellular but doesn't work...

Also, you can try an iCloud backup and reset as a last resort if you cannot fix it.
