Troubleshooting iPhone Update:

A. Apple's System Status:

Looking at Apple's System Status, there are no errors, whatsoever, as of this reply. So, it is nothing on Apple's end.

B. Disable Screen Time:

  1. Go to: Settings
  2. Tap: Screen Time
  3. Tap: Turn Off Screen Time(so that it is greyed-out)

No succes?...

Update Using a Computer and Ethernet:

Try updating via a computer. Go Here: Update your iPhone Using a Computer - User Tip.

Using Ethernet:

If you cannot use Wi-Fi, then use Ethernet. On the computer, you would connect it through Ethernet, going directly into your router. For a Mac (or PC) that does not have Ethernet, this would be the adapter to use: Belkin USB-C to Gigabit Ethernet Adapter - Apple
